Ruukki to further improve the efficiency of its steel service centre network in Finland

Ruukki is to further improve operational efficiency by merging the
Puurtajankatu steel service centre with the Asponkatu steel service
centre in Järvenpää, Finland. The steel service centres in Seinäjoki
and Raahe will be merged to form one service centre organisation and
operations at the Hyvinkää steel service centre will be reorganised.
At these sites, employer-employee negotiations regarding improving
the efficiency of the steel service centre network ended on 11
December 2009. Ruukki has a total of seven steel service centres in
Finland.

Employer-employee negotiations resulted in the loss of 153 jobs.
Fifteen of the persons affected will be subject to various pension
arrangements. In addition, during the negotiations, new jobs were
found elsewhere in Ruukki for 11 persons facing redundancy.

Ruukki will assist in the re-employment of persons facing redundancy
by, for example, local training programmes carried out in association
with the Finnish employment services. In addition, data about persons
facing redundancy will be collected centrally to ensure any vacancies
arising are primarily offered to redundant employees.

Due to weak market conditions, some steel service centres will also
have to temporarily lay off workers. Layoffs will begin in March 2010
at the earliest. The extent and duration of layoffs will vary
depending on site.

In addition, to save costs, the capacity of plate and prefabrication
operations at the Raahe Works will be adjusted to meet demand by
using just one pusher type slab reheating furnace for rolling and by
changing shift schedules. This will release around 30 people from
prefabrication and maintenance operations. These people can fill job
vacancies at the works to replace fixed-term contracts. This means
there is no immediate need to lay off people in these operations. The
need for layoffs will be reviewed each month until the start of the
