NOTICE OF PROPOSAL TO THE ANNUAL SHAREHOLDERS’ MEETING

Icelandic FL Group hf. which according to the flagging notification of 29
December 2006 holds more than 20 percent of the shares in Finnair Plc, has
notified the company that it will propose to the Annual Shareholders' Meeting
of 22 March 2007 that Mr. Hannes Smarason be elected as board member.
