ANNOUNCEMENT PURSUANT TO CHAPTER 2, SECTION 10 OF THE SECURITIES MARKET ACT     

Ruukki Group Plc has received an announcement pursuant to Securities Market Act 
chapter 2, section 9 regarding a change in shareholding:                        

Kermas Ltd (registration number 504889, Tortola, British Virgin Islands)        
announces that it has on 12 November 2009 closed 150,000 Ruukki Group Plc       
forward contract agreements and bought 15,000,000 Ruukki Group Plc shares. As a 
result, Kermas Ltd's current ownership has exceeded 30% of the share capital and
voting rights of Ruukki Group Plc. As the voting rights exceed 30%, an          
obligation has arisen for Kermas to make a bid for Ruukki Group Plc shares      
according to the Securities Market Act.                                         

Kermas Limited now owns Ruukki Group Plc shares as follows:

In addition, Kermas Ltd announces that it will apply for an exemption from the  
obligation to make a mandatory bid. Kermas intends to reduce its holdings below 
the bid obligation threshold (30%). Respectively, Kermas Ltd announces that it  
undertakes to restrain from using its voting rights over three thirds of the    
total voting rights of Ruukki Group Plc shares in a possible General Meeting of 
shareholders.                                                                   

Ruukki Group Plc's registered number of shares is 261,034,022 and share capital 
is EUR 23,642,049.60. The number of treasury shares held by Ruukki Group Plc on 
12 November 2009 is 21,840,000 shares.
