Affecto will be responsible for producing the IT system and maintaining the land parcel register. The new agreement continues the cooperation between Affecto and the Finnish Agency for Rural Affairs that was begun in 2000. Paying farmers the support payments financed by European Union, requires the member states to ensure a reliable identification of land parcels. The basic idea of the Finnish Land Parcel Identification register is to guarantee that the support payments are paid by correct acreage. Furthermore, the register produces comparison acreages in order to help the administration to check the land sizes reported by the farmers. The value of the three year agreement signed by the Finnish Agency for Rural Affairs and Affecto is 4.5 million Euros for years 2008 to 2010. In addition, the agreement includes three optional years. The Agency chose Affecto to its service provider based on a European Union wide tender competition. "The Agency expects the Land Parcel Identification System to have a very good usability, reliability and high information security. Good delivery reliability in maintaining the basic system was also required from the service providers taking part in the tender competition in order to let us continue the development of our digital services safely," states Mr Mika Tuikkanen, Director of the Department of Information Management in the Finnish Agency for Rural Affairs.
