VST AB - Notification on material event

Regarding Lithuanian Government decree

On August 20, 2009 in publication “Valstybės žinios” has been published the
Lithuanian Government decree, authorizing the Ministry of Energy vote for the
liquidation of LEO LT, AB at the General shareholders meeting of LEO LT, AB,
which will be held on September 4, 2009.

LEO LT, AB owns 98,2 percent of VST AB shares.
